Village of Boyle councillors will gather at the municipal centre Sept. 18 for their second regular meeting of the month

BOYLE — With bi-monthly council meetings back in full swing, Village of Boyle councillors will gather around their table once more this September to review items ranging from closed session delegations and an increase in a library levy to housing for a new international nurse.

The Sept. 18 meeting will begin at 7 p.m. sharp, but residents interested in attending will have to wait to watch the proceedings of the evening.

First on the agenda is a closed session presentation from Candy Nikipelo, nee Ferguson. The delegation is covered under division two, section 21 of the Freedom of Information and Protection of Privacy Act, which covers disclosure potentially harmful to intergovernmental relations.

Councillors will also have the chance to discuss the development of an Intermunicipal Development Plan (IDP) in partnership with Athabasca County.

According to the request for decision included in the agenda package, both parties mutually opted to not pursue the creation of an IDP in early 2020 after changes were made to the Municipal Government Act.

An IDP would outline standards for development on lands that border both the Village of Boyle and Athabasca County, especially near the Village limits.

“County developments within one mile of the Village boundary should build to meet the Village’s infrastructure standards. This is to take into consideration of possible future annexation by the Village. This would significantly reduce the cost to Village taxpayers regarding any infrastructure upgrades that may be needed,” reads the request for decision.

The initial project cost estimate for the IDP is $100,000, a bill to be shared equally between the municipalities. If council votes to proceed with the project, public consultation and the hiring of a third-party consultant will be required.

Coun. Shelby Kiteley will be bringing an item related to housing for incoming international nurses to the community, and councillors will have a chance to vote on an increased levy from the Northern Lights Library System.

The library levy for 2025 comes with a 1.5 per cent increase, totaling almost $5,060. The levy is calculated using the village’s population as recorded by the provincial government and the per capita rate set by the Northern Lights Library System Board.

The new per capita rate for municipalities with a library board is $5.47, and the village’s population is 925.
